The document, summarizing a report concerning charges against Brigadier General Antoine François Eugène Merlin and recommending to the First Consul that Merlin be withdrawn from service, in French. Additionally signed by Minister of War Louis-Alexandre Berthier, on terminal page. 5 1/2 pages, 4to, "Rapport aux Consuls de la République" stationery, written on recto and verso of three separate leaves; marked loss to all sides from fire leaving toning and brittling at irregular edges (affecting many lines of text on each page but not endorsement), second and third leaves crudely inlaid, folds.
